It's a little-known fact that in 1943 during the height of World War II, agents from the Office of Strategic Services (the precursor to the United States Central Intelligence Agency) developed a new form of warfare for ordinary citizens who lived in enemy territory. Open resistance was too risky. Instead, civilians were encouraged to inject inefficiencies into their workplaces by scheduling endless pointless and mind numbing meetings that would clog the enemy's systems with dysfunction and inefficiencies. After the war, military leaders swapped their uniforms for suits, but those tactics (intended for the enemy) did not disappear. They were repackaged and redeployed in offices.
